McCartney, 'God particle' scientist get honors

LONDON (AP) ? Stella McCartney, who designed the uniforms worn by Britain's record-smashing Olympic team, and Scottish physicist Peter Higgs, who gave his name to the so-called "God particle," are among the hundreds being honored by Queen Elizabeth II this New Year.

The list is particularly heavy with Britain's Olympic heroes, but it also includes "Star Wars" actor Ewan McGregor, eccentric English singer Kate Bush, Roald Dahl illustrator Quentin Blake, and Jamie Lowther-Pinkerton, the royal aide who helped organize the watched-around-the-world wedding of Prince William to Kate Middleton.

McCartney was honored with the title of Officer of the Order of the British Empire, or OBE, in part for her work creating the skintight, red-white-and-blue uniforms worn by British athletes as they grabbed 65 medals during the 2012 games hosted by London. McCartney is the designer daughter of ex-Beatle Paul McCartney and his first wife Linda, and she has moved to make the family name almost as synonymous with fashion as it is with music, setting up a successful business and a critically-acclaimed label.

Higgs' achievements, which made him a Companion of Honor, touch on the nature and the origins of the universe. The 83-year-old researcher's work in theoretical physics sought to explain what gives things weight. He said it was while walking through the Scottish mountains that he hit upon the concept of what would later become known as the Higgs boson, an elusive subatomic particle that gives objects mass and combines with gravity to give them weight.

For decades, the existence of such a particle remained just a theory, but earlier this year scientists working at the European Organization for Nuclear Research, or CERN, said they'd found compelling evidence that the Higgs boson was out there. Or in there. Or whatever.

All of Britain's gold medalists from this year's games were on the list, with cyclist Bradley Wiggins and sailor Ben Ainslie honored with knighthoods.

Sebastian Coe, who masterminded the games as chairman of the London organizing committee, was made a Companion of Honor ? a prestigious title also awarded to Higgs. But Ken Livingstone, London's former mayor, said Saturday he turned down a Commander of the Order of the British Empire, or CBE, recognizing his services to the Olympics because he doesn't believe politicians should get the queen's honors.

Honors lists typically include a sprinkling of star power, and this year was no different. Ewan McGregor, who came to public attention through his role as the heroin-addled anti-hero of British drug drama "Trainspotting," was awarded an OBE. The 41-year-old actor is also known for his turn as a young Obi-Wan Kenobi in the "Star Wars" prequels.

"Babooshka" singer Kate Bush said she was delighted to be made a CBE for a musical career which has resulted in a string of quirky hits including "Wuthering Heights," ''Cloudbusting," and "Man With The Child In His Eyes."

Other art world honorees included artist Tracey Emin and Quentin Blake, whose spiky, exuberant illustrations are best known through the work of his collaborator Roald Dahl.

Politicians, policemen, and spies got honors too. Scotland Yard chief Bernard Hogan-Howe was awarded a knighthood; former British foreign minister Margaret Beckett was made a Dame Commander of the Order of the British Empire. Former Prime Minister Tony Blair's wife Cherie was made a CBE for her charity work. MI5 chief Jonathan Evans was made a Knight Commander of the Order of Bath.

Also honored was the man credited with helping pull off the wedding of the decade: Jamie Lowther-Pinkerton, principal private secretary to the Duke and Duchess of Cambridge (as Prince William and his wife are formally known) was made a Lieutenant of the Royal Victorian Order.

Britain's honors are bestowed twice a year by the monarch, at New Year's and on her official birthday in June. Although the queen does pick out some lesser honors herself, the vast majority of recipients are selected by government committees from nominations made by officials and members of the public.

In descending order, the honors are knighthoods, CBE, OBE, and MBE ? Member of the Order of the British Empire. Knights are addressed as "sir" or "dame." Recipients of the other honors, such as the Order of the Companions of Honor given to Higgs and Coe or the Royal Victorian Order personally picked out by the queen, receive no title but can put the letters after their names.

The New Year's honors carried the usual batch of courtiers ? even the royal household's switchboard operator got a medal ? as well as senior civil servants, soldiers, charity executives, successful entrepreneurs, established academics, volunteers, and community workers. Some of the more eclectic honors included the OBE handed to card game columnist Andrew Michael Robson "for services to the game of bridge," and the OBE given to river conservationist Andrew Douglas-Home "for services to fishing."

Hockey greats, politicians, journalists among newest Order of Canada inductees

OTTAWA -- Forty years after they skated their way into history, two members of Canada's Summit Series hockey team have now scored an Order of Canada.

Ken Dryden has been named an officer of the order and Paul Henderson a member as the Governor General's office released the list of the latest inductees.

Both men were members of the Canadian hockey team during the 1972 Summit Series against Russia, though their citations also note their achievements in other fields.

Joining them from the hockey world was Daniele Sauvageau, who coached Canada's Olympic women's hockey team to gold at the 2002 Games.

Altogether, Governor General David Johnston announced 91 new appointments to the Order of Canada, which was established in 1967 to recognize service to Canada.

There are three levels to the honour: companion, officer and member. The highest level, companion, can only have 165 living members at any time.

The list of inductees is usually released twice a year.

Others named Sunday include two longtime CBC journalists, Michael Enright and Andrew Barrie, as well as investigative reporter Stevie Cameron.

Among Cameron's best-known work is an investigation she did into then-prime minister Brian Mulroney's involvement in the purchase of new Airbus jets.

She was accused of being an informant for the RCMP when they launched their own investigation but those accusations were later recanted.

Broadcaster Elmer Hildebrand was named for his contributions to radio in western Canada and other charitable causes.

Two high-profile Canadian politicians were also inducted.

Sheila Copps, a deputy prime minister under Jean Chretien, and Brian Tobin, also a Chretien cabinet minister and former premier of Newfoundland and Labrador both became officers of the order.

Former Assembly of First Nations Chief Phil Fontaine also became an officer of the order, cited for his contributions on behalf of First Nations and particularly his role in the resolution of claims arising from the aboriginal residential schools.

Several members of Canada's arts community were recognized as well, including philanthropist Scott Griffin for his establishment of an international poetry prize, choreographer Paul-Andre Fortier for his contributions to dance and Roald Nasgaard, who is the chief curator at the Art Gallery of Ontario.

Orders of Canada are awarded upon the recommendations of an 11-member advisory council which includes the chief justice of the Supreme Court and the Clerk of the Privy Council.

Only four have ever been revoked, each time because the individual was later convicted of crimes.

Earlier this year, Conrad Black had sought the ability to plead his case before the council as to why he should keep his.

The former media baron was convicted in the United States of fraud and obstruction of justice while he was head of media giant Hollinger International.

He contends he was unfairly treated.

His order remains under review.

Intel rumored to launch set-top box, 'virtual cable TV service' at CES

With CES 2013 just days away, TechCrunch has posted a juicy rumor that chipmaker Intel will announce a major plunge into TV, choosing to go it alone after several failed partnerships in an effort to "do it right" this time. Claiming an unnamed source in the video distribution industry, the rumor suggests a plan to deliver a set-top box with DVR, rolled out on a city-by-city basis as it negotiates channel agreements. Despite a number of demos through the years, the Intel-powered TV boxes that have landed in our living rooms so far have been the first gen Google TV and Boxee Box units. Both struggled to make a significant impact and switched to ARM CPUs for the second generation of their products.

Based on some of the tech demos we've seen and earlier rumors, Intel's plans could include using facial recognition to personalize the experience for (and target advertising towards) different viewers, and offering smaller, cheaper bundles of channels than traditional providers. Another element from the TechCrunch post indicates a plan to provide a Catch Up TV-style service that lets users view anything that has aired in the last month on the channels they're subscribed to, although there's no word on what will power this technology.

Intel's participation in Comcast's Reference Design Kit program is also referenced, although given Big Cable's traditional reluctance regarding alternative delivery models, any sort of tie-in here seems like a long shot to us. A combo package of pay-TV channels and internet VOD has been tried before, although Sezmi's antenna-connected solution failed to catch on and fizzled late last year. Like recently rekindled Apple HDTV rumors, the potential of Intel's service may rely just as much on its success negotiating with content providers as any technology it's cooked up. Vultures pick at visitors' cars in Fla. Everglades

HOMESTEAD, Fla. (AP) ? Visitors to parts of Everglades National Park are getting tarps and bungee cords to make their vehicles less delectable to vultures.

Migrating vultures have developed a habit of ripping off windshield wipers, sunroof seals, and other rubber and vinyl vehicle parts. Visitors to the park's Homestead and Flamingo entrances are loaned "anti-vulture kits" to protect their vehicles.

Park wildlife biologist Skip Snow tells The Miami Herald (http://hrld.us/WQkfgB) that the vultures are migrating as normal. It's just not clear why the birds are picking at parked cars and trucks. Park employees have tried to scare away the vultures, but nothing has worked.

Park Superintendent Dan Kimball says complaints about the vultures have declined since employees began distributing the tarps and bungee cords last year.

Many people wonder whether they should have a limited liability company or a corporation for their business. In order to find out which one is right for your business you will need to take a look at the various advantages and disadvantages of each type of business structure and then make your choice.

Here are the main advantages you will get if you decide to incorporate your business:

1. Limited Liability ? this is a probably the best advantage that you will get if you incorporate your business. In most business structures the owner assumes all of the liability of the company, but when a business becomes incorporated the amount of your liability is limited to the amount of money that you have actually invested in the company. For example if you are a sole business owner then your car or house can actually be seized to pay any debts that your business might owe. But in a corporation the only way that you can be held responsible is if you have given a personal guarantee.
2. Corporations Carry On - basically a corporation has an unlimited life span where as other business structures will cease to exist in certain scenarios. What this boils down to is that a corporation will continue to exist if the ownership of the business changes, if the shareholders die or leave the business, it doesn?t ever go away.
3. Raising Money Is Easier - it is a known fact that corporations actually have an easier time raising money and because of this you will have an easier time growing and developing your business. The reason that they have an easier time is that corporations can actually not only borrow and incur debt but they can also sell shares and raise equity capital. This is a huge advantage because equity capital for the most part does not have to be repaid and it incurs no interest. But when you are issuing shares you are also reducing your percentage of ownership in the business.
4. Income Control ? if you are a corporation you can be the one to determine when you personally receive income, which is a huge tax advantage. Basically what this does is that instead of getting your income when it is received it allows you to take your income at a time when you?ll pay less tax.
5. Potential Tax Deferral ? this is not a guaranteed thing, but more like an opportunity when it arises. But this works because you can defer paying some tax until a later time so this may make you be able to realize a tax savings because it might put you into a lower tax bracket or you might be able to put it off until tax rates have fallen. This depends on what happens when taxes actually come due.
6. Income Splitting ? this works because corporations pay dividends to their shareholders from the company?s earnings. So this allows you to split the income how you see fit. This can work because a shareholder does not have to be actively involved in the business to receive dividends. So you can spilt the income with people in your family so that not all of it is getting taxed at the higher tax rate, basically you will be redistributing income from a higher tax bracket to a lower tax bracket
7. The Small Business Tax Deduction ? if you have a small business and you decide to make it a corporation you might qualify for the small business deduction. This is an annual tax credit that is calculated at the rate of 16% on the first $200,000 of taxable income. This can actually be a much lower tax bracket than that applied to your personal income.
8. Increased Business ? this isn?t always a guarantee but for the most part people tend to perceive corporations as being more stable than other business, it just has something to do with the name. Not to mention that in some cases, such as contractors, some companies will only do business with you if you are a corporation because of liability issues.

Here are the disadvantages of having your business as a corporation:

1. Registering a corporation is expensive ? they are very costly to set up. The reason for that is because they are a more complex legal structure than other business structures so creating one is going to be more complicated which requires more costs. These fees can range in the hundreds for small businesses, for the set up alone. And these set up fees can be higher for large businesses.
2. Liability May Not Be As Limited As You Think ? most people think that they are protected from everything if they have a corporation, but this can be undercut by personal guarantees or even credit agreements. This becomes an issue if others won?t give the corporation credit. This usually happens because the corporation is new so they have limited assets which mean they don?t have enough to secure a loan so the banks and other lenders require guarantees from the owners. What this means is that if you default in repayment obligation on those you can be held liable, meaning lose your car or house.
3. Less Tax Flexibility ? this area affects business losses. If you own the business on yoru own or with somebody else and your business suffers a loss you can use those losses to actually lower other types of personal income in the year that the losses occurred. But in a corporation if you have a loss they can only be carried forward or back to reduce the corporation?s income from other years.
4. No Personal Tax Credits ? this can actually be a tax disadvantage for your business because the corporation isn?t eligible for personal tax credits. So in other words every dollar that the corporation earns is taxed. Sole owners and partnerships can claim tax credits that corporations cannot.
5. Increased paperwork ? with a corporation there is a lot more paperwork involved just to maintain the corporation. An example of this is that corporations are required to maintain a minute book, and in this book you have to have the corporate bylaws and minutes from all corporate meetings. But you also have to keep all of the corporate documents up to date at all times, which means you are going to be facing a ton of paperwork.
6. Another Tax Return - if you decide to have a corporation you are going to have to file two tax retruns each year, one for your individual income and one for the corporation. This means that you are going to end up paying more for your accounting fees. But you are also going to be paying double taxes, because you have to pay personal income tax on the profits that you received plus all of the money made by the corporation is taxed before you receive your share.

Here are the main advantages of having a limited liability company:

1. Limited Liability ? this is similar to a corporation because you have the same protections as the corporation when it comes to being responsible for the business debts. Basically a LLC exists as a separate entity so the members can?t be held responsible unless they have signed a personal guarantee.
2. Flexible Profit Distribution ? this allows you to select varying forms of distribution of profits. A partnership requires you to split the profits fifty-fifty, but with the LLC you can do that or choose from another method, however you see fit.
3. No Minutes ? corporations are required to keep formal minutes, have meetings, and record resolutions. But the LLC business structure does not require you to do any of these things, which in the long run actually makes it easier to operate.
4. Flow Through Taxation ? all of your business losses, profits, and expenses are going to flow through the company to the individual members. So in this type of business you are going to avoid the double taxation of paying corporate tax and individual tax. In most cases this is considered to be a tax advantage but in some cases a business can benefit from having a corporate tax structure.

Here are the disadvantages to having a limited liability company:

1. Limited Life ? unlike a corporation a limited liability company will not last forever. In fact these will be dissolved when one member, just one, dies or declares bankruptcy, regardless of how the other members are doing financially or if they want to stay in business. If they want to continue they must redefine their business as a limited liability.
2. Going Public ? if you have any thoughts about taking yoru business public or issuing shares to your employees in the future you are better off going corporate from the beginning because of the complications of switching later on in the business? life.
3. Added Complexity ? if you are running a sole proprietorship or even a partnership you are going to have an easier time because they are easy to run and do not require much paperwork. But when it comes to a LLC things get quite a bit more complicated. The reason for this is that a LLC can be federally classified as sole proprietorship, partnership or a corporation for tax purposes, which makes things all that more complicated because you have to learn the appropriate tax rules that apply.

China claims world's longest high-speed rail line, takes travelers 1,428 miles in a workday

China has a thing for pushing the limits of trains. As of today, that includes distance: the country claims to have the world's longest high-speed rail line. Paying ¥865 ($139) will take you 1,428 miles from Beijing in the north to as far as Guangzhou in the south. The 8-hour, 186MPH trip is technically slower than flying, but it's cheaper and potentially less stressful than the often protracted airport boarding process. It's certainly far more viable than the 20-hour rail trip it's replacing, which could lead to some locals choosing a ground route that wasn't even a realistic option until now.

Woodbury House Fire Displaces Family Of 4 ? CBS Minnesota

WOODBURY, Minn. (WCCO) ? Authorities say a family of four is now without a home after a fire caused heavy damage at the residence Thursday morning in Woodbury.

Crews responded to a report of a house fire at about 1:30 a.m. Thursday on the 4500 block of Woodbury Drive. As many as four fire departments had to be called to the scene to help put the fire out. When authorities arrived, the fire was heavy on the second floor of the home and appeared to be spreading to the attic. Authorities said the fire broke about above the chimney in the attic space and burned through the roof of the home.

Authorities said the home is no longer livable.

There was nobody inside the home at the time of the fire and no firefighters were hurt battling the blaze. Authorities said the cause of the fire is still under investigation. The Woodbury Fire Department was assisted at the scene by departments by Lake Elmo, Cottage Grove and St. Croix Valley.

Fire officials said the fire serves as a reminder to have your chimney inspected annually.

Green Blog: Every Bird Counts, but Some Make the Heart Beat Faster

Binoculars at the ready, a small group of birders fanned out through the field, searching for a brown-and-gray bird that was stubbornly refusing to show itself.

We were looking for a clay-colored sparrow, a rare visitor to the East Coast that had been spotted in this field at the Marshlands Conservancy in Rye, N.Y., over the last week. But while a few sweeps of the field turned up a variety of birds ? including seven other species of sparrows ? the clay-colored sparrow remained out of sight.

As participants in the National Audubon Society?s annual Christmas Bird Count, we were eager to add this unusual species (check out the video above, posted at YouTube by a professional photographer), to the local tally. But we couldn?t spend all day looking for it. We had to cover the area thoroughly and keep count of every individual bird we saw. In the Christmas Bird Count, every bird counts, no matter how rare or common.

The annual count was begun in 1900 by the ornithologist Frank Chapman as a conservation-minded alternative to the Side Hunt, a Christmas tradition in which revelers competed to see who could shoot more birds and other animals. Now in its 113th year, the count is described by the Audubon Society as the longest-running citizen science project in the world.

Last year, more than 63,000 volunteers participated across North and South America, with more than 2,000 local counts, each covering a circular territory 15 miles in diameter. The vast trove of data ?helps scientists track continent-wide trends in bird populations; the Audubon Society lists more than 200 published studies that rely on information from the count.

My search for the rare sparrow was a part of the Bronx-Westchester Count, which covers an area centered on New Rochelle, N.Y.. Originating ?in 1924, this local count had a cumulative checklist of 224 species last year. The clay-colored sparrow was not one of them, and ?we were disappointed to think we wouldn?t be able to add it to the total.

But there were plenty of other birds around. We spotted a pileated woodpecker, a striking crow-size bird with a scarlet crest; a northern gannet, a long-winged bird of the open ocean that catches fish with a spectacular dive from the sky; a group of buffleheads, diminutive black-and-white ducks that seemed undaunted by the cold, swimming underwater to look for food and then surfacing a short distance away; a handful of red-breasted nuthatches, a northern bird that forages while clambering head-first down tree trunks and whose call sounds like a toy horn; and even an orange-crowned warbler, a tiny gray-and-yellow species that is also uncommon in the East.

And in the cause of science, we dutifully tallied the totals for dozens or hundreds of chickadees, herring gulls, Canada geese, starlings and other abundant locals.

And that was before lunch. After a break to eat and compare notes, the sparrow search recommenced, without great hope. But then, along a path bordering the field, I suddenly saw a blur of motion near the ground.

Got it! A few cellphone calls later, the other birders converged on the spot, and we all got a good look before the sparrow, which admittedly would not merit a second look from most non-birders, flew off down the field. Then, even with our main target spotted, we kept looking and counting. Every bird counts, after all.

In all, this year?s Bronx-Westchester Christmas Bird Count tallied 126 species, tying the highest total for this count circle. Three species were added for the first time, bringing the historical total ?to 227.

And of course, one of them was the clay-colored sparrow, recorded in two spots ? one in Pelham Bay Park in the Bronx, and ?my? bird at Marshlands.

JOHANNESBURG -- Nelson Mandela's life is an open book. Volumes chronicle every aspect of his 94 years. However, all that changed earlier this month when he was hospitalized.

South Africa's President Jacob Zuma and his spokesman have released several brief statements saying essentially that Mandela "continues recovering,? and that there?s ?no crisis.??The latest, issued Monday, said Mandela would spend Christmas Day in hospital, with Zuma asking "all freedom-loving people around the world to pray for him."

All this has done little to quell the widespread fear in South Africa and around the world that the end of the life of ?Madiba? -- as the beloved elder statesman is affectionately known here ? is near.

After more than two weeks of rumor, speculation and cryptic comments, very little is known for certain about how Mandela is really doing as he recovers from surgery to remove gallstones and treatment for a respiratory infection.

Country 'a bit nervous'
It?s been his longest hospital stay since everything changed in South Africa, when Mandela was released from prison and apartheid ended some two decades ago.

?For a man of his age, Mandela is not doing badly,? Tokyo Sexwale, the government?s minister of human affairs, said in an interview in the garden outside his home.

Sexwale, who has known and worked closely with Mandela since the 1970s, is also a trustee of the Nelson Mandela Foundation, or ?the center of his memory,? as Sexwale calls it.

He did not reveal specific details about Mandela?s condition or prognosis.

?You have to speak quite loudly to him,? observed Peter Paul Ngwenya, who told NBC News that he was last with Mandela a few weeks ago.

?He is very forgetful,? he said of the man he clearly idolizes. ?He does remember faces and he does remember names.?

Former South African President Nelson Mandela is being treated for a recurring lung infection. South African authorities gave few details about his illness, but have now said the 94-year-old is responding well to treatment. NBC's Rohit Kachroo reports.

Sexwale and Ngwenya are former freedom fighters and political prisoners, a generation younger than Mandela.

Sexwale was sentenced in 1977 to 18 years on Robben Island for treason and terrorism.? He served 13 years, much of it while Mandela was there.

Trying to avoid 'death-watch circus'
Ngwenya was convicted of similar offenses in 1985 and sentenced to 15 years. History was kind to him and as apartheid crumbled he was released early in 1990.

The government has been notably brief about their hero's health.

Its line is that it must protect Mandela's privacy, dignity, and give his doctors the space they need to care for him.

?They really don?t want to turn this into a ghoulish, death-watch circus,? said Brooks Spector, a retired diplomat, academic, and NBC News consultant in South Africa.

What's more, this is not a culture like in America, where doctors routinely hold daily press briefings about high profile cases.

?The government has never felt comfortable with the prying eyes of the media,? Spector said.

First the government said it was a visit for "routine tests."

Later, it was revealed he had a "respiratory infection."

Finally came the announcement about the surgery, all with little explanation, and no opportunity for the media to ask questions.

Since Mandela entered an unidentified hospital on Dec. 8 there has been something of a shell game. Is he at this or that hospital?

Is he heading home, or there already?? Maybe he's going to Qunu, his homeland in a remote part of the Eastern Cape. Mandela has said he wants to spend his final days there.

All about peace, reconciliation
For days the government would only say Mandela was in a hospital in Pretoria, the capital, without saying which one.

Professor Adam Habib, of the University of Johannesburg, said the problem was that ?the government tends not to be transparent and that breeds conspiracy theories.??

Habid said his sense of things was that ?Mandela is not on his deathbed.?

He said he did not think the government was lying about Mandela?s condition, but the entire situation should be handled in a ?more mature way.?

It doesn?t help that there?s growing and widespread criticism of the government and Zuma, who faces hundreds of corruption allegations.

And nearly 20 years after Mandela was elected president, it?s difficult to find anyone who truly believes the nation and its leaders have lived up to his dream and his ideals.

Meanwhile, South Africa hopes and prays for the best. When you ask someone here about Mandela, there?s often a pause before an answer. It?s a brief difficult moment when many perhaps allow themselves to contemplate the inevitable.?

Reflecting on the last time he saw the quite frail Mandela a few weeks ago, Ngwenya said he was ?sad to see him like that, but I was happy that he?s still around, because it?s like to have a parent who brought you up, and now you?re looking after them.?

?It is good that your grandchildren and your children can still see this icon,? he added.

Sexwale noted, ?We draw strength not from the fact that Mandela is in the declining part of his years, but from the youth of his ideas. That?s what keeps this country alive.?

Those ideas, he said, were all about peace and reconciliation. ?I hope the memory of his ideas will be that which will drive not only our people here in South Africa, but all those who are inspired all over the world.?
